March 17, 2021 Zoom Meeting


 

 

Alex Bolotow, Chair, called the meeting of the WEC to order at 7:00 pm on March 17, 2021.

 

Members Present: David Gross (Vice Chair), Erin Moran, Julia Blelock, Bob Wolff (Secretary), Alex Bolotow (Chair), Arlene Weismann and Nick Foad (departed meeting at 8:00).  Guests were Ken Panza, Laura Ricci (Town Board Member), Michael Waite, Simon Strauss (Co-Chair, Olive Conservation Council), Matt Kovner (Member, Olive Conservation Council) and Maxanne Resnick (Director, Woodstock Land Conservancy).

 

Julia moved to adopt the evening’s proposed agenda. David seconded the motion and the agenda was adopted as follows:

Announcements

Arlene lent to Alex the Native Plant Agriculture, a book outlining the implementation of mimicking native plant communities.

 

Updates

Ashokan Pumped Storage Hydro Project. Members of the Olive Conservation Council reviewed their Motion to Intervene and public letter opposing the application to FERC, by Premium Energy, for a permit to conduct a feasibility study for the Ashokan Pumped Storage Project (P-15056).  The OCC also noted an Olive public information meeting on March 18.  The WEC discussed other actions to implement including inviting representative of the Premium Energy to discuss the plans at a future meeting, discussion of shed view issues, scale of the project and energy efficiency.

 

Natural Resources Inventory/Planning Board.  Julia noted there is a March 23 free seminar by The Hudson River Estuary Program and Hudsonia regarding Critical Environmental Areas (CEAs).  Additionally, the Planning Board is scheduling a workshop on April 29 for discussion of the implementation of CEAs as part of their review and approval of applications. 

 

NYSERDA Clean Energy Communities.  The WEC discussed the logistics of using the $5,000 grant for upgrades to the Youth Center.  Bob will compile a list of contractors for completion of an energy efficiency study of the Youth Center. 

 

NYSERDA Stretch Codes.  The WEC will present the benefits of the NYEnergy Stretch Code at the May 11 Town Board Meeting.

 

10 Church Road.  Erin proposed a public meeting regarding the status of the 10 Church Road Fill Issue.

 

Other Business

Laura asked the WEC for thoughts, opinions and direction regarding the crafting of Woodstock updated zoning regulations intended to address over development.

 

The WEC committed to collaboration with the Olive OCC on the Pump Storage permit application and other climate change issues.
