ANNOUNCEMENTS:

·         Supervisor McKenna said the court proceeding regarding illegal dumping in shady is taking place tonight in Shandaken Court.

·         Supervisor McKenna said the next Board meeting in July, he will offer a resolution to put the Comeau renovation on the November Ballot.

·         Councilman Earls said 6/29, from 6-7pm there will be Narcan Training on the Village Green.

·         Councilman Heppner said he would like to propose and addendum to the Comprehensive Plan at a special meeting.

RESOLUTION 151-2021

AUTHORIZE PAYMENT OF VOUCHERS

BE IT RESOLVED, to authorize payment of audited vouchers in the amount

of $192,404.45.

RESOLUTION 153-2021

TERMINATION AT HIGHWAY

Offered by Supervisor McKenna, seconded by Councilman Heppner:

 

BE IT RESOLVED, that in accordance with Section 71 of Civil Service Law, the employment of Richard Quick is terminated, effective June 4th, 2021.

RESOLUTION 154-2021

TRANSFER FROM WATERSHED CAPITAL TO COMEAU BUILDINGS CAPITAL

Offered by Supervisor McKenna, seconded by Councilwoman Ricci:

 

WHEREAS, the NYC DEP has approved of applying the balance of the Good Neighbor Fund/ the Watershed Capital, A02401.00400 to the Comeau addition and renovation project,

THEREFORE, BE IT RESOLVED, to transfer the remaining balance of the Watershed Capital A02401.00400 (approximately $18,446.00) to the Comeau Buildings Capital, H02401.084

Supervisor McKenna said the money was leftover from the salt shed and the transfer was approved by the Watershed Good Neighbor Fund. 

 

RESOLUTION 155-2021

SCHEDULE PUBLIC HEARING FOR LOCAL LAW #1, 2021

Offered by Supervisor McKenna, seconded by Councilman Rose:

 

BE IT RESOLVED, to schedule a public hearing for the purpose of soliciting public comment on proposed Local Law No. 1 of the year 2021, a local law to establish a fill and grading law, such public hearing to be held at a meeting of the Woodstock Town Board scheduled for July 13, 2021 at 7:15 pm at the Town Offices, 45 Comeau Drive, Woodstock, NY, and

BE IT FURTHER RESOLVED, the Town Board authorize the Town Clerk to place the following notice in the official Town paper:

At a Town Board meeting held on June 22, 2021, the Town Board Resolved, to schedule a public hearing on Local Law #1 of 2021, Fill and Grading Law for Tuesday, July 13, 2021 at 7:15 pm at the Town Offices.

RESOLUTION 156-2021

SUSPEND CLERK DUTIES FROM ETHICS LAW

Offered by Supervisor McKenna, seconded by Councilwoman Ricci:

 

BE IT RESOLVED, the Woodstock Town Board temporarily suspend the duties of the Town Clerk as spelled out in the Ethics Law, Chapter 71 with regard to the processing of ethics disclosures, and

BE IT FURTHER RESOLVED, these duties will be temporarily assumed by the Supervisor’s Office, and

BE IT FURTHER RESOLVED, these duties and responsibilities regarding the handling of ethics disclosures, including the distribution, receiving and filing of disclosures will be administered with full confidentiality by the Supervisor's Office, and

BE IT FURTHER RESOLVED, the Town Board will work with the Ethics Board to amend the Ethics Law, Chapter 71, to make these changes permanent.

PUBLIC BE HEARD:

Five people spoke against the Crown Castle application before the Planning Board, which is regarding an upgrade to the Cell Tower.  Weston Blelock offered the Town Board a resolution to consider.  A meeting will be hopefully scheduled for next week via zoom with Andrew Campanelli who is a regarded expert in the field of 5G and his ability to assist Towns in defending their rights in not allowing the installation of 5G.

 

At 7:49, Supervisor McKenna moved to adjourn, seconded by Councilman Rose, all voted aye.
