MEETING OF THE WOODSTOCK TOWN BOARD

6:30PM, TUESDAY, April 13th, 2021

 Supervisor Bill McKenna presiding

Council Members present:  Councilman Reggie Earls

                                            Councilman Richard Heppner

                                            Councilwoman Laura Ricci

                                            Councilman Lorin Rose

 

Deputy Supervisor Maria Elena Conte

 

The press was represented by Felicia Katchik and Bill Kemble.

 

Executive Session-6:30pm: A motion will be made to enter into executive session for the purpose of hearing a Highway Union Grievance.  Highway Union representative, Michael Richardson representing the Town and the grievant, Richard Quick were present.

 

At 6:30pm, Supervisor McKenna called the meeting to order and immediately moved to go into Executive Session.

 

At 7:06pm, Supervisor McKenna moved to come out of Executive Session.  No action taken.

 

ANNOUNCEMENTS:

·         Public Be Heard: Enter your name into the chat. 2 minutes a piece, first 5 to comment in chat will have a chance to talk. Public Be Heard will be at the end of the meeting.

·         Councilman Earls said he would like Big Deep to be a conversation at next weeks meeting.  Councilman Rose said the Town should look into the Zena School for diversity.  It would need to be rezoned for Town use.  It will be handed over to the Zoning Revision committee to be looked at. 

·         Councilman Heppner asked what the time line is for a possible moratorium?  Supervisor McKenna said he sent a proposal.

·         Councilwoman Ricci  asked if there was any feed back on two local laws she is proposing to discuss next week?

·         Councilman Heppner asked about the leash law for Comeau.  Jeff Viglielmo said he was looking for final wordage from the CSAC Committee.

 

PRESENTATIONS:

·         Complete Streets Committee Presentation: Grace Murphy (see attached)

The Board thanked the committee for the work that has been done and the presentation. 

·         Melinda Herzog & Brent Gotsch: Cornell Co-Op Presentation- Resiliency Tool (see attached)

Supervisor McKenna thanked Cornell Co-Op for their presentation and it will now be presented to the WEC and Climate Smart Committee.

 

TOPICS:

·         Andy Lee & Rick Volz Playground Equipment – will make presentation next week.

·         Parking on Comeau Drive – Consider Lower Comeau Parking spaces along road “20 minute parking”.

 

RESOLUTIONS:

·         Hire Parking Lot Attendant for 2021

·         Hire Dispatcher

·         Pick a Nick Baskets: Liquor Authority

 

 

RESOLUTION 101-2021

HIRE PARKING LOT ATTENDANT

Offered by Supervisor McKenna, seconded by Councilwoman Ricci:

 

BE IT RESOLVED, to hire Melissa Lovaglio as Parking Lot Attendant for the Rock City municipal parking lot, at an hourly rate of $16.73 beginning May 21st, 2021 through October 24th, 2021, full-time seasonal.

 

All voted 5-0:  Supervisor McKenna - aye

                         Councilman Rose – aye

                       Councilman Heppner - aye

                       Councilwoman Ricci - aye

                       Councilman Earls – aye

 

 

RESOLUTION 102-2021

HIRE PART TIME DISPATCHER

Offered by Supervisor McKenna, seconded by Councilman Rose:

 

BE IT RESOLVED, to hire Gabrielle LaLima as part-time dispatcher at a rate of $21.87 effective April 13th, 2021.

 

All voted 5-0:  Supervisor McKenna - aye

                         Councilman Rose – aye

                       Councilman Heppner - aye

                       Councilwoman Ricci - aye

                       Councilman Earls – aye

 

RESOLUTION 103-3021

WAIVE 30 ABC RULE

Offered by Supervisor McKenna, seconded by Councilman Heppner:

 

WHEREAS, Pick a Nick Baskets, LLC. 297 Tinker Street, Woodstock, NY 12498, is in compliance with the Alcoholic Beverage Control Law Section 64 Subdivision 2A, has notified this municipality of their intent to file application for a liquor license with the New York State Liquor Authority, and

WHEREAS, this property is currently in compliance with all Local Laws and does not have any violations at this time,

THEREFORE, BE IT RESOLVED, to waive, in this instance, the thirty (30) day period to review said application and consent to the issuing of a liquor license to the above-named applicant.

 

All voted 5-0:  Supervisor McKenna - aye

                       Councilwoman Ricci - aye

                       Councilman Earls – aye

At 8:22pm, Supervisor McKenna moved to adjourn, seconded by Councilman Earls.  All voted aye
