7:00pm Supervisor McKenna called the meeting to order. The press was
represented by Bill Kemble and Nick Henderson and Felicia Katchik.

Evelyn Wright: Ulster County Housing (See
attached)Councilman Heppner thanked Evelyn for her report and would like to
work with her to break down more specifically for Woodstock. The loss of
volunteers and the loss of neighbors, the numbers, ae a troubling count. Dennis
Doyle said he has been working with the Zoning Committee. Councilwoman Ricci
said it was an excellent presentation.
Supervisor McKenna thanked both and stated the housing crisis it the
most important issue facing the Town of Woodstock.
PUBLIC HEARINGS:
TOPICS:

Police Reform and Reinvention Report (see
attached) – Regarding recently released Ulster County Action Plan. Brief overview, study and recommendations
about the housing crisis in Ulster County.
Councilwoman Ricci thanked everyone who worked on the report. Supervisor McKenna thanked Jackie Manganaro
for her work on ADA Compliance. The next
step is to send the report to the Governor per executive order and then to
create a committee of five for assistance with recommendations to implement the
findings. The Town Board will also have
input for the final report.
Building Moratorium - Supervisor McKenna
said to have a building moratorium will take time. At least three months or longer.
Jesse Haliburton and
his partner Bryan, said the want and need dialog from neighbors of the Lasher
Funeral Home property. They would like
to have discussion about proposing a 5 house subdivision in the field that
would be one story homes approximately 1500 square feet in size. The mountains in the distance would still be
able to be viewed.

RESOLUTION 100-2021
FORWARD POLICE REFORM
AND REINVENTION REPORT TO GOVERNOR’S OFFICE AND APPOINT COMMITTEE TO REVIEW
RECOMMENDATIONS.

BE IT RESOLVED, the Woodstock Town Board receive the
Report from the Woodstock Police Reform and Reinvention Committee, and
BE IT FURTHER RESOLVED, the Woodstock Town Board thank the
Committee members for their time and efforts in creating said Report, and
BE IT FURTHER RESOLVED, the Woodstock Town Board authorize the
Supervisor to forward the Report to the NYS Division of the Budget as required
by the Governor’s Executive Order 203, and
BE IT FURTHER RESOLVED, the Supervisor will appoint a committee
consisting of five members to review the Report’s recommendations and make
suggestions to the Town Board regarding implementation.

Frank Eighmey asked how the cleanup on Church
road in Shady was going? Supervisor
McKenna said there was no new update.
Frank said he received an email from Vincent Conigliaro. “What is going on?” Supervisor McKenna said he expected to talk
to Vincent tomorrow and would be in touch.
