Urgent Task Force - Update from Sheriff
Figueroa regarding a $900,000 grant for the Ulster County sponsored programs URGENT
and ORACLE. URGENT is a multi police
agency operation who’s purpose is to remove and arrest drug dealers to stem the
flow or narcotics from the area. It also
has an attorney on board to make sure all operations are handled in a legal
manner. ORACLE is a program aimed at
providing services to those who are addicted or affected by drug use. Sheriff Figueroa thanked the Town of
Woodstock for their generosity of allowing Woodstock to participate in both
programs.

GRANT APPLICATION

WHEREAS,
the
Town of Woodstock suffers from a severe shortage of affordable housing for both
rent and purchase, and
WHEREAS, the Comprehensive Plan adopted by the
Town in 2018 calls for changes to the existing zoning law with regard to
housing, and
WHEREAS, the Town of Woodstock is applying to
the Hudson River Valley Greenway for a grant under the Hudson River Valley
Greenway Planning Grant Program for a project entitled Town of Woodstock Comp
Plan Implementation -- zoning code update for housing and community
character to be located in the Town of Woodstock,
NOW, THEREFORE, be it resolved that the governing
board of the Town of Woodstock hereby does approve and endorse the application
for a grant under the Hudson River Valley Greenway Planning Grant Program, for
a project known as Town of Woodstock Comp Plan Implementation -- zoning
code update for housing and community character located within this Town of
Woodstock.

RESOLUTION 119-2021
MORATORIUM PUBLIC
HEARING
Offered by Supervisor McKenna, seconded by
Councilwoman Ricci:
WHEREAS, A proposed local law
entitled, “Local Law Imposing a Nine-Month Moratorium on the Processing and Approval
of Demolition Permits for Residential Structures and Applications for Transient
Accommodation
Uses, Short Term Rentals, and Residential Conversions in the Town of Woodstock”
was introduced at a meeting of the Town Board held on May 10, 2021; and
WHEREAS, the Town Board finds,
pursuant to 6 NYCRR 617.5(c)(36) the adoption of a moratorium on land
development or construction is a Type II action under the New York State
Environmental Quality Review Act (“SEQRA”) which has been determined not to
have a significant impact on the environment or is otherwise precluded from
environmental review under Environmental Conservation Law, article 8 and is
therefore not subject to review under 6 NYCRR Part 617 or Environmental
Conservation Law article 8.
NOW, THEREFORE, BE IT
RESOLVED,
that said Town Board shall hold Public Hearing at the Mescal Hornbeck Community
Center, 56 Rock City Road, Woodstock, New York, on June 8, 2021 at 7:15P.M., to
hear all persons interested in the matter of the adoption of the proposed local
law, and be it
FURTHER RESOLVED, that the Town Clerk
is hereby authorized and directed to publish notice of said public hearing in
the Town’s official newspaper, and to post copies of such notice in the manner
provided by law, and be it
FURTHER RESOLVED, that the Town Clerk and the
legal counsel for the Town are hereby authorized and directed to refer the
proposed local law and Notice of Public Hearing to the appropriate agencies for
their review and recommendations, and be it
FURTHER RESOLVED, this Resolution was
declared adopted by the Town Board of the Town of Woodstock.

Rose said he hope the Petersen family (owners of Lasher Funeral Home) do not
take the moratorium personally. He
thanks the Petersen family for their continued us of the land to keep it the
same. Councilwoman Ricci said it is the
way the Town is trending right now and Councilman Heppner said the Town needs a
pause.

RESOLUTION 122-2021
SIGN QUOTE FOR LIVESCAN

McKenna, seconded by Councilwoman Ricci:
WHEREAS, LiveScan systems are a
biometric acquisition and identification system used to capture processing data
within the Police Department, and
WHEREAS, the current LiveScan
unit the Police Department is utilizing will no longer accept updates, and is creating
unnecessary downtime and processing delays due to breakdowns or equipment
malfunctions, and
WHEREAS, the Town of Woodstock
has secured a Grant from NYS Division of Criminal Justice Services for the
maximum award of $15,000 for the replacement of the Livescan, with the
requirement of a 25% match, and
WHEREAS, IDEMIA has quoted the
Town $24,000 for the new Livescan system, software, installation, training, 1
year warranty and 1 year subscription
WHEREAS, IDEMIA’s Livescan
systems are on NYS OGS, contract Award Number 23150,
THEREFORE
BE IT RESOLVED,
to authorize the Town Supervisor to sign the quote for purchase of the new
system.

WHEREAS, Sharkie’s,
LLC, 43-45 Tinker Street, Woodstock, NY 12498, is in compliance with the Alcoholic
Beverage Control Law Section 64 Subdivision 2A, has notified this municipality
of their intent to file application for a liquor license with the New York
State Liquor Authority, and
WHEREAS, this
property is currently in compliance with all Local Laws and does not have any
violations at this time,
THEREFORE BE IT RESOLVED to waive, in this instance, the thirty (30) day period to
review said application and consent to the issuing of a liquor license to the
above named applicant.

for Woodstock Summer
1.
Opening Date – July 6,2021 – August
19, 2021 (7 weeks)
2.
Tentative camper numbers – maximum
limit 125 (unless State/County regulations allow our 200

First two (2) weeks – Woodstock
residents ONLY (with proof of residence – (taxes)\ long term lease:
Camper registrations would start at the end of May and non-residents in the
middle of June.
4.
Rates would be the following:
$400.00 for residents with a reduction of $50.00 for additional
family campers and $600.00 for non-residents with no reduction
*** There will be no REFUNDS for campers who do not want to continue after
they enter
5.
Staff will be on board beginning on
July 1, 2021 for 2 days of training and will be instructed by
Camp
Director and Coordinator regarding all the necessary precautions to be taken as
a result
Of
directives from the State/County and CDC due to Covid-19.
6.
Forms to be signed by parents
(drop-off) regarding signs of Covid-19 on a daily basis by Director and
Assistant.

Public Be Heard:
Questions came up regarding the
debris at the Church Lane property and the where the town is in the legal
dealings. Supervisor McKenna said County
Judge Rounds has assigned the case to the Town of Shandaken, as both Woodstock
Justices wished to be excused. Councilman
Rose will check in with Shandaken Court to see where the case stands at this
point.
Continued discussion took place.
At 9:00pm, Supervisor McKenna moved
to adjourn, seconded by Councilwoman Ricc:
