At 7:00pm Supervisor McKenna
called the meeting to order. The press was represented by Bill Kemble and Nick
Henderson and Felicia Katchik.
ANNOUNCEMENTS:

Public Be Heard
·
Highway Superintendent, Michael Reynolds,
announced his retirement effective February 26, 2021. The Board members all congratulated him and
thanked him for his many years of service.
The Town will be “forever in your debt”.

Councilwoman Ricci said the Zoning Revision
Committee will present the Board a draft of revisions. Telecommunications,
Aquifer Protection drafts will also be forthcoming. Next up will I a presentation sponsored by
the Housing Committee along with assist from Ulster County.

Councilman Earls said the Police Reform
Committee is plugging along. They are
making some Law Enforcement Recommendations.

HIGHWAY PURCHASE

WHEREAS, on
January 22, 2002, the Woodstock Town Board Pursuant to Section 6-c of the
General Municipal Law, as amended, established a Highway Equipment Reserve Type
Fund to finance the cost of acquisition of highway equipment as the need
arises, therefore,

withdraw an amount up to $200,000 from Highway Equipment Capital Reserve Type

Clerk is directed to place the following notice in the official newspaper of
the Town:
On
February 9th, 2021 the Woodstock Town Board adopted a resolution
authorizing the transfer of up to $200,000 from the Highway Equipment Reserve
Type Fund for the acquisition of highway equipment. This resolution is subject
to permissive referendum pursuant to the provisions of Article 7 of New York

RESOLUTION 67-2021
AMEND COMPENSATION AND BENEFIT
HANDBOOK
Offered by Supervisor McKenna,
seconded by Councilman Heppner:
BE IT RESOLVED, to
amend the Compensation and Benefits Handbook, Section 5.2.1, Medical Insurance
Coverage in its entirety with the attached verbiage.
5.2
Medical Insurance
Union-Represented
Employees - An employee who is a member of a collective
bargaining
unit is not covered by or eligible for the Medical Insurance provisions set
forth
below and should refer to the collective bargaining agreement as it pertains to
medical
insurance.
5.2.1
Coverage: The Town makes available medical insurance, including a
prescription
drug plan, to each full-time employee. Such individuals may enroll their
eligible family members. In no event shall the Town be required or obligated to
pay or reimburse any portion of any doctor’s bill, hospital bill, prescription
bill, x-ray bill, laboratory bill, procedure bill, or any other medical bill or
expense that is not covered or reimbursed by the insurance plan.
For
purposes of medical coverage, the definition of “full-time employee” shall
include any employee who works at least thirty hours per week. In the event
such employee should be regularly scheduled to work less than thirty hours per
week, the employee will not be eligible for medical insurance benefits.
The
Town Board may, at its sole discretion, change an insurance benefit plan at any
time,
including, but not limited to: plan carrier; plan design; co-payments and
deductibles; and, eligibility.

PUBLIC-BE-HEARD:

Discussion continued regarding the illegal
dumping on Church Rd (Conigliaro) property effecting the property of Frank and
Pam Eighmey. Neighbors are also
concerned about possible contamination of their properties. Still waiting for the criminal charges to be
filed. Councilman Rose said he will try
to keep neighbors updated every two weeks and will contact the Town Attorney to
see where the court process is.
Executive Session: A
motion will be entertained to enter into executive session.
At 7:46, Supervisor Moved to
enter into executive session for the purpose of discussing a volunteer.
At 8:47, Supervisor McKenna
moved to come out of executive session with no action taken.
There was continued discussion
regarding the volunteer.
It was agreed by four
members(Councilman Rose left the meeting) to reappoint member to the CCD, but
not the Ethics Board.
Supervisor McKenna said he was
putting together a volunteer handbook revision committee. Includes Councilman Heppner, Paul Washington
and Neal Rattner.
At 9:00pm Supervisor McKenna
moved to adjourn, seconded by Councilwoman Ricci:
