At 7:00pm Supervisor McKenna called the meeting to order. The press was represented by Bill Kemble and Nick Henderson and Felicia Katchic. 

 

ANNOUNCEMENTS:

·         Public Be Heard: Enter your name into the chat. 2 minutes a piece, first 5 to comment in chat will have a chance to talk. Public Be Heard will be at the end of the meeting.

·         Councilman Rose said the ringing of the bell was for the first responders, front line people and the people who died during the current pandemic.

·         Councilwoman Ricci said there was a new Library board Director, Jeff Collins.  He is looking to do Zoom community dialogs.

·         Councilwoman Ricci said the WEC response to thee Community Solar proposal is to pass on it. 

·         Councilman Rose asked if California Quarry Town property had 3 phase electric?   Is yes, it would be a good place to put up a solar array.  Supervisor McKenna said there are companies looking for place to put solar arrays. 

·         Maria Elena Conte said she has started up the “SOS” program and is reaching out to make sure everyone is ok.

·         Councilman Heppner said he would like to start conversations about the Comeau renovation. He said changes were being made and he wants to remember where the Board was in the discussion.   Councilwoman Ricci asked how it could be done with zoom.  Supervisor McKenna said maybe channel 23 or use of the Community Center.

 

 

TOPICS:

·         Refinance Town Bond – Supervisor McKenna said he had a conversation with The Town bond Council, Munistat, and the Town can refinance the Town Hall Bond with a savings of $28,000.00.  With Board approval he will reach out to the Bond Council and start the process.  All agreed good idea.

RESOLUTION 49-2021

of $286,491.74.

RESOLUTION 51-2021

INCREASE PARKING LOT FEE

Offered by Supervisor McKenna, seconded by Councilwoman Ricci:

 

BE IT RESOLVED, to increase the parking fee at the Rock City Road Paid Parking Lot to $10.00 per day.

Discussion: Councilman Heppner said all day parking is fair at $10.00. Supervisor McKenna said the residents should consider parking in the Mt. View lot because it is also free.  Every spot used in the paid lot is income for the Town and saves on taxpayer dollars.  Maybe set aside a certain area in Mt. View just for residents. 

 

RESOLUTION 52-2021

APPROVE TOWN OF WOODSTOCK COURT AUDIT

Offered by Supervisor McKenna, seconded by Councilman Earls:

 

WHEREAS, pursuant to section 123 of Town Law the Woodstock Town Board conducted an audit of the Woodstock Justice Court at a scheduled meeting held via Zoom on January 14, 2021, and

WHEREAS, Justice Court personnel made available for inspection all dockets, ledgers, cancelled checks and bank statements and bail book for the year 2020, and

WHEREAS, all said documents for the year 2020 were found to be neat, orderly, and reconciled, and

WHEREAS, all questions about said records were answered to the complete satisfaction of the Woodstock Town Board, now,

therefore, be it Resolved, to declare that the 2020 audit of the Woodstock Justice Court by the Woodstock Town Board is complete, and that moneys received and disbursed by the Woodstock Justice Court for the Town of Woodstock in 2020 are fully accounted for.

RESOLUTION 53-2021

Offered by Supervisor McKenna, seconded by Councilman Rose:

 

WHEREAS, pursuant to section 123 of Town Law, on January 14, 2021, the Woodstock Town Board conducted an audit of the Woodstock Tax Collector's office at a scheduled meeting held via Zoom, and

WHEREAS, Town Tax Collector personnel made available for inspection all ledgers and records of cash receipts and cash disbursements, cancelled checks and bank statements for the year 2020, and

WHEREAS, these financial records for the year 2020 were found to be neat, orderly, and reconciled, and

WHEREAS, all questions about said records were answered to the complete satisfaction of the Woodstock Town Board, now,

therefore, be it Resolved, to declare that the 2020 audit of the Woodstock Tax Collector by the Woodstock Town Board is complete, and that moneys received and disbursed by the Woodstock Tax Collector for the Town of Woodstock in 2020 are fully accounted for.

RESOLUTION 55-2021

APPROVE AUDIT Supervisor’s Office

Offered by Deputy Supervisor Conte, seconded by Councilwoman Ricci:

 

WHEREAS, pursuant to section 123 of Town Law the Woodstock Town Board conducted an audit of the Woodstock Town Supervisor at a scheduled meeting held via Zoom, on January 14, 2021, and

WHEREAS, the Town Supervisor's personnel made available for inspection all ledgers, records of cash receipts and cash disbursements, cash reconciliation, investment records, indebtedness records, property records, interim financial reports and payrolls, cancelled checks and bank statements for the year 2020, and

WHEREAS, all such financial records for the year 2020 were found to be neat, orderly, and reconciled, and

WHEREAS, all other questions about said records were answered to the complete satisfaction of the Woodstock Town Board, now,

therefore, be it Resolved, to declare that the 2020 audit of the Woodstock Town Supervisor by the Woodstock Town Board is complete, and that moneys received and disbursed by the Woodstock Town Supervisor for the Town of Woodstock in 2020 are fully accounted for.

RESOLUTION 56-2021

AMEND RESOLUTION FOR HIGHWAY DEPARTMENT HIRE

BE IT RESOLVED, to amend resolution 15-2021 to read:

“BE IT RESOLVED, to hire Bryan Galunas as HMEO for the Highway Department at an hourly rate of $23.20, effective January 15, 2021.”
