Minutes of regular meeting on April 29, 2013

 

The regular meeting of the Commission for Civic Design was called to order by

Chairperson David Ekroth at 4pm.

 

Present:

A quorum was present: David (DE) Hera (H) Cornelia (CR), Richard (RH) Joan (JE)

also attending: TB members Supervisor Jeremy (JW) Bill (BM) Jay (JayW) and Ken (KP); Police Chief Clayton Keefe (CK); Hwy Supervisor Mike (MR)

 

Purpose of meeting: a first comprehensive review of CCD proposal dated 4/18/13 for exterior improvements to the recently renovated Town Hall: exterior walls & doors, shutters, landscaping, signage and lighting.

 

Discussion and action plan:

Following the format of CCD letter dated April 18, 2013

‘AGREED’ means a consensus approval

 

DE            Introduced members and the purpose of the meeting

 

EXTERIOR WALLS and WALKS

DE            CCD recommends cleaning and painting / repainting all walls and red brick white; Main entry door and Police entry door as Umber gray; door to 2nd floor, white.  AGREED

 

JW            Exterior paint has lead and needs painting contractor; following, inmates can paint final coats including priming as necessary

 

DE/CCD            issue of shutters, presently stored: paint black and place repaired shutters on windows both sides of main portico ( porch) and upper windows at old garage bay and possibly east side if available. No shutters to be on windows immediately to left and right of Main entry door due to signage locations. AGREED

 

DE / CCD            CCD recommends a stone walk from sidewalk to landing under porch be bluestone. Remove plywood. Walk to be inclined slightly to meet a level landing which needs to be raised about 4” to meet handicap accessibility requirements at the Main Entry door. A less desirable alternative is treated concrete, w/ integral color and scored appropriately.  AGREED

 

 

 

 

LANDSCAPING

JE/CR            Remove yews in front of portico cols (done already) and add/transplant yews or similar hedges to yard below shuttered windows on both far sides of the Main entry AND alongside Police Entry ramp.

                        Grass yard to remain without any fencing OR possibly a stone paver ‘edge’. The front shade tree has been removed and needs replacing with a red maple, red oak or other quality shade tree. AGREED. Another option to define the front yard would be with two low stone walls alongside the sidewalk, about 18” high x 12”-18” thick, acting as a durable edge and seating. No flower beds.

                       

MR            Driveway to rear on east side will be repaved

 

JE/CR            Add a circular bench of bluestone around flagpole with cap for seating

                        AGREED

 

DE            Perhaps benches should be under the porch for public use before and during Court hours ?

 

JayW            Flagpole should have lighting

 

SIGNAGE

DE /BM            This item needs a comprehensive review to include: location of all signs; remove unnecessary signs; define exact information for each sign; font size and styles, etc. Font style was AGREED to be the same as on Main Porch frieze.

 

CK            Persons who could work on TH exterior signage are: Cathy (Police/Court); Jackie (TH); Jay (TB) is constructing the two signs for the Main Entry: Public Notice at left of Main entry; Directory at right of main entry. check dimensions !   Direction to rear east entry to pay tickets needs clarity.

                        Each sign should be roughed out for review and approval.

 

ALL            Existing ‘WOODSTOCK TOWN HALL’ sign on portico is good and announces the facility. Use the same font at a smaller scale in the recess above the old garage bays for ‘POLICE DEPARTMENT’. Use this font for all other signs. AGREED

 

LIGHTING

RH            Showed a picture of a police globe light fixture which could be placed above/to the side of the Police Entry (presently  a non-distinguished entry). This fixture will replace the harsh downlight presently mounted above the Police Entry door. AGREED

 

DE            Recommended adding two more globes to hang in the bays between the far right and far left main porch columns, so there would then be a total of three (in the 3 bays) at correct height to light the underside of the main porch.

Also recommended was to install one ground (or just above ground) mounted LED fixture to up light the classical porch façade and columns during evening hours.

 

JW            Some folks would complain of energy use.

 

DE            It seems a $1.7 million renovation should be presented in good fashion to the Town.  A tiny amount of electric consumption should not drive this decision.

 

Further discussion /  review by CCD and others will continue as this project progresses.

TH site design items should be reviewed by the CCD before implementation and to not slow down the work.

 

Following, Jay presented one site design concept for a ‘musician’s park’ on Rock City Road. This is the area between the driveway to the Municipal lot  from Rock City Road (across from the Colony) and Photosensualis  who has a right of way to the back of their facility.  There was discussion about the intended use, to be continued. and organized by Jay.
